Where do wealthy individuals get their money from in order to lend to poor people? Has it been taken from poor?

Karl Marx was the first one who did explain this process. It's called surplus labor,means the profits of our works are enormous,compared to our pittance income.And these profits are going to the capitalists. The government should collect more taxes and distribute again evenly.But in fact, it does the tax-cut for them.
