Is it Constitutional to ALLOW Obama and the BLACK CAUCUS to CONTROL The CENSUS DIRECTLY OR SHOULD IT REMAIN..?

The Republicans have signaled their intention to challenge the constitutionality of this move and the possible abuse of Presidential power in court if necessary. Hopefully Obama will set aside what has become an all too obvious arrogance and realize that the census should not be politicized by any party. Placing it in the White House's hands cannot be seen as anything other than a political move.
