22 month old afraid of water?

My 22 month old will take bath in fact he loves bath time. he has a small kiddie pool that i fill up for him to play in during the hot days and his sitter has a little bigger pool that he will also play in. he hate any other forms of water. i cant even get him to put is toes in my family's lake (We go up to the lake house every weekend) My really good friend has a bigger pool at her house and i tried to take him in that but he just screamed even though i was holding him out of the water. Not sure what to do any advice?
