What was the name of the movie...?

don't know who was in it or when it came out. thing i remember is that it is about the devil being on earth during a time of global famine. they had discovered a way to plant crops in the desert so that now those countries would be the most powerfull because they would now control the worlds food production. towards the end of the movie there was a meeting in the united nations or something like that were heads of the worlds nations meet. the main scene that i remember was in this room during the meeting. its a big meeting that is deciding the fate of the world so the media are outside waiting to see how it goes down. the main character in the movie was in the room. the person playing the devil divided the 7 major deserts creating his evil empire. one of the people in the room didn't like the plan. the devil being the devil killed him in front of every1. after the devil revealed the evil plan the doors open up allowing the media inside. main character was upset n in shock to find out that the meeting he had witnesses was not the way every1 was telling it. they had said the guy that the devil killed had committed suicide.idk, i know i didn't give a lot to go on but maybe some1 has seen the movie n can tell me what it was called. it was a great movie but i never got to see what it was called since it was at a friend of a friends house...
